The temples said their concern was for people who have left the city but haven't yet reached further settlements for some reason. If those people really want to get away from the impending war, they can't exactly head south. There's not far to go east, and west is a dead end... Admittedly they could try to settle there, but with not so much as a village around, I think heading north is more likely.
