Is this not what the idea of a political system was meant to prevent? That... popular opinion could be swayed and rallied and the people, together, can petition the government for redress.

[It's difficult, because Grantaire is speaking many true things. Her belief relies on a government that intends to listen to the people. What if there is no intention-- what if it's just an autocracy?
