(mini-event) THE COALITION OF REFUGEES

THE COALITION    
On the day of the council, there are markers tied with ribbons in the colors of both Olympia and Wyver that line the paths from the cities to the South Outpost, meant to guide anyone with an invitation to the first meeting of the Coalition of Refugees.


While during the previous festivities of the gala the Great Hall was sharply divided between Olympians and Wyverns, the differences between the factions are not so apparent now. Inside, the hall is decorated with a more subdued mix of the white and gold of Olympia and the red and black of Wyver. Banners, pennants, and bunting drape from the ceiling and wind around wooden pillars. To one side of the hall, there are tables set up with drinks and finger foods — refreshments for the guests, for after the opening speech. A raised platform has been set up at one end of the room, flanked by contingents of both the Royal Guards and the Knightryders standing at attention side by side, differentiated only by the make of their armor and the colors they wear.

Ashti, Shenya, and Heryn stand waiting for the arrival of their monarchs, pointedly ignoring each other; notably, Raysc, Shanrian's son and the leader of Mythi's Fangs, is conspicuously absent.
Staff members cluster to the side of the stage, waiting for the speech to begin. A whisper drifts over from a woman in one of the Olympian groups: Do you really think the Empress will try to negotiate for Nithor's skull?

The man she's speaking to shakes his head and scoffs, answering: Ha! Not a chance. She thinks it's too soon, who knows if this peace will last. Besides, there's no way she's willing to give up Ysevrai's heart.
A horn sounds, and the staff members subside, glancing around to see if anyone's overheard. A moment later, and Simwe and Shanrian make their appearance, walking together to the stage for their speech.

Aha… we have quite the gathering here, do we not? All of our heroes in one place… This may be an unprecedented meeting, but it seems as though it will be a productive one. Let us begin by thanking all of you for your contributions to our cities in recent times.

Since your arrival, you have weathered the plague that swept through our cities and aided us in finding its cure; you have withstood the scorn of those who were meant to shelter you turning against you, and helped us quell riots in the very hearts of our homes; you have been taken right off the streets and endured hardships too terrible to tell, and have proven heroes in bringing our people safely home. You have done much for us, and shown yourselves loyal beyond many who were born within our walls. We will allow your voices to go unheard no longer! Today—


Today, we will hear you. You have demonstrated both strength and valor in equal measures — it follows that you will be wise as well, and it is that wisdom that we wish to hear brought in council to our cities. You are gathered here to look beyond our history of violence and hostility, to see beyond the prejudices we hold. We hope that with your clearer sight, you'll keep in your hearts the betterment of both of our fair cities, rather than allow pettiness to hold sway and lift one over the other.

Those gathered here are deemed worthy by action and by the trust of your brethren: a council. Amongst yourselves, decide what matters most to you about your lives within the cities. Discuss what changes you wish to see, and how those changes should come about. Reach an agreement, put your motions to us, and should they be feasible, we will see what sort of effect your ideas will have. The two proposals with the most support among your fellows will be those we implement, so argue your reasoning most convincingly!

And remember, this is your chance to impress us. If your advice is sound, we will look to you again.

At this, both rulers fall silent, and withdraw to a balcony to oversee the proceedings. This is not their meeting, after all — this is something that only the refugees can determine the outcome of.
FINAL OOC NOTES    
Welcome to your first chance to have a voice in the NPC governments, Players! Your task is, as a group, to decide the two most important IC issues you would like to see Olympia and Wyver address, and then put forward a plan of action for how to improve whatever those problems are, which will then be implemented in May.

Since these are strictly Olympian and Wyvern issues, topics should still adhere to the Natha's policies of not revealing anything about the Storm or the Natha's existence, but beyond that, you're free to propose any topics you think should be addressed about your characters' way of life in the cities — after all, haven't the Orbiters sent you here to make a difference and improve life on El Nysa in their stead?

I would like to propose an agreement between Olympia and Wyver to study our respective creatures in more detail. Pairing up a researcher from Olympia with someone from Wyver to study could expand both our countries' knowledge considerably.

Summary of your character/group's proposal: Cooperation between Wyver and Olympia to study the flora and fauna in both countries.
How will this proposal be beneficial to Olympia and Wyver? Our cities thrive because of the ecosystems we inhabit. The plague we faced could have been ended more quickly had we only more knowledge of the plants at our very doors. To ensure our safety and prevent other such dangers from threatening us again, we should deepen our knowledge of the nature that surrounds us.

[Jessica's shown up, but there's definitely a sense that she doesn't entirely want to be here. At the mention of allowing those here to offer suggestions, however, she finds herself speaking before she has the time to think about how to word it, which may or may not be for the best.]

Yeah, I have a suggestion. How about some neutral ground? There's loads of room around here. Some kind of city or village that people who want to just... I don't know, not get kidnapped or possibly maimed because someone's got a bug up their ass can go and avoid this crap. Speaking as someone whose only crime here is existing, a neutral zone would be nice. Somewhere not housed in either city, since the sanctuary wound up turning people away during the last shit storm.

If people want to get involved, let them. Give them a sword or whatever they want and aim them at the crap. But some people came here to-

Jim's made a bit of noise about hanging around outside at some distance in the event more evils creep in to do bad things, is there anything to know about the general okay-ness (or not) of doing that? Are there security representatives from the cities, and would they be amenable to peaceful company?

[Is she serious? Mostly. Olivier may be military born and bred, but even she's tired of this shit. She's dealt with enough senseless fighting over someone else's stupidity (or their grasp at godhood).

It's not actually said loud enough for the group to hear though, only those standing close enough to her will have heard it. If pushed, she will put it forward to the entire group, however.

I agree. There should be a neutral space for Wyverns, Olympians, and refugees to live in if they do not wish to be part of the conflict between these cities.

My concern is that this space could be a target for harassment, especially by people intent on sparking war. Perhaps both cities could invest enough resources for this new settlement to build proper defenses as a show of good faith.

[She'd thought of there being harassment; any one that tried to stay out of any conflict invariably made a target of themselves. She just hadn't thought of a way to work around it yet. It was a new idea. A baby idea. One she'd just blurted out. But she also felt mollified in that she wasn't the only one who thought it was necessary.

Nodding at him, and not really paying attention to the not-breathing thing, because that was a whole other level of weird she wasn't up to handling just then, she replied.]


That might help. A little investment on both parties would be a better way to make it up to the people that have been getting royally screwed than a stupid bauble. Starter packs from each city would give the neutral area something to build off of. Maybe it can even offer a service. Sort of a... conflict-free zone. A host city for diplomacy... or some shit. I don't know. Getting along and singing kumbaya was never my strong suit.

The cities need a space for diplomacy that is not one another's territory. Perhaps there can be a more permanent mechanism for the cities to discuss their grievances in this settlement. An inter-city council, perhaps.

It would give the cities an avenue to avoid war, and it would give them both continued investment in the settlement's welfare. They are more likely to put forth effort to deter their own fringe elements from attacking if it serves a diplomatic purpose rather than simply being a neutral trading partner.

It would be a bigger target this way, but it would also have far more resources to defend itself.

I know they have the Outpost, but... it's a goddamn outpost. Can't really set up stakes there or build anything around it. Each city seems to have something about the other that burns them, and since they're the main two that have butted heads, it seems just like a smart idea to have somewhere else. Not to mention, there seem to be a lot more, ah, newcomers drifting into both cities lately.

[No thanks to the Orbiters, who kept throwing fuel on the fire by adding strangers in like they had a chance and changing anything.]

It's gonna start getting crowded. I don't know about you, but I'd like to know that I'm not going to get pegged as some kind of spy just because I don't have generations of roots here.

[ Anyone who offered to join Jim will get a location ping, though it's just a rough starting point; obviously if everyone hangs out in one spot all night, they're not going to have useful coverage, unless someone has a great vantage point. (Say, on top of a 60 foot robot, or something.)

He's got a couple of hand-made radio earpieces, but tech cooperating is hit and miss and the network's up anyway, so if anyone else brought anything - go nuts, friends. ]


There are guards from both cities milling around, too, so don't antagonize them or look threatening, please. [ -- this said in a tone of voice that implies Jim's not exactly going to go bail you out if you make a nuisance of yourself at a peace summit. ]

Do you really think that will solve anything? Even if they were to get along, I doubt that the radicals in both Olympia or Wyver would listen to them any more than they do anyhow.

[Riku works at the Altar, he knows enough about the shamans and the sentiments around Wyver than to think it's as easy as to make Simwe and Shanrian agree with another.]

[ She comes. Wearing her dress from Dragonstone, hair styled the same way, with the dragon ring in place with all her other rings, it would appear to strangers that Daenerys has a rather strange infatuation with dragons. Something that goes beyond the mere homage to Wyver.

Catch her initially, and you'll find the Dragon Queen standing near those she took with her: Sansa Stark, Jon Snow, and Vlad Tepes; however, as the night progresses, she will turn her attention to her own proposition, speaking out to any who would lend her their ear: ]


Neutral territory would serve as benefit to citizens who would rather avoid any disputes. [ A point she would concede to. ] Nevertheless, if we are to ensure that those of these lands--be it citizens or refugees--are to live peacefully, we should consider the assembly of a court.

I propose a more permanent council of representatives be established for the ongoing goal of cementing peace between the two kingdoms and bettering the lives of all.
