That might help. A little investment on both parties would be a better way to make it up to the people that have been getting royally screwed than a stupid bauble. Starter packs from each city would give the neutral area something to build off of. Maybe it can even offer a service. Sort of a... conflict-free zone. A host city for diplomacy... or some shit.
