Summary of your character/group's proposal: Create a force in each city focused on finding extremists causing violence.
How will this proposal be beneficial to Olympia and Wyver? Both cities can better focus on intercity peace efforts when there are less people stoking fears and violence from within. Put your own house in order and all of that. ¯\_(ツ)_/¯
