I'm assuming this is night for dramatic effect and cause of who we're dealing with here.

[She knows the spire well enough, she's made the point of learning as much as she can about the layout of the city's rooftops, and she knows the difficulty climbing it presents. And she's also less than interested in approaching it openly.

She lurks herself a fair distance away, masked and hooded and wrapped in the flowing streamers of her mistcloak. She burns tin, scanning the city for any sign of a trap. She doesn't entirely like it, the spire is wide open, a clear target and the mists of home are not here to conceal her. Still, as time ticks on it becomes clear that the other party isn't intending on being the first to arrive either. She considers turning back and leaving, but she opts against it. It's a fairly obvious way to plot a trap and the worst traps really are the ones you see coming.

So, she burns steel, Pushing off a dropped coin and taking to the air towards the spire. As she draws close, she burns iron, watching the hazy blue lines spring into being connecting her to any bits of metal from decoration, to brackets to nails in the wood and Pulls. She alternates like that between steel and iron, Pushing and Pulling to ascend around the building in a winding spiral until she reaches the top and one final Ironpull brings her to perch just on the side of it to wait.

So basically, yes. It does take more than basic parkour to scale the thing.]
