The real question was why. Just a grudge? Some other vested interest? For that matter, was Shanrian behind it or was someone trying to undermine him? The longer he thinks about it the more both are plausible. He could blame someone else for the thievery and the war wouldn't be outright his fault. Equally, though, people could just be upset he's going along with the peace process at all. A betrayal of everything that came before, or something like that.
