"Your drunk roommate?" Faintly teasing. But only faintly. "Sure, I can do that." It doesn't matter to Jim that his recent text exchange with John was totally weird - he's trying, and he's probably capable of keeping an eye on Ianto in the event of violence breaking out. Jim hopes, anyway.

"You can stay here, if you want. John too, I don't mind. Just keep in mind what I said about people popping in sometimes - though honestly, with everything going on right now, I expect that crowd to be occupied. You're welcome to whatever's in here."

Questionable food, stuff in the bathroom, whatever. It doesn't occur to Jim to worry about having to pay to replace anything later. What exactly does it look like he spends money on, anyway? The offer is genuine; someday, maybe, his habit of doing this sort of thing will get him in trouble, but he doesn't care about that, either.
