It's not just in TJ's nature to make sure those around her are doing well, it's her job. Or, it was. Here, she's still getting to know people and their surroundings, and while she understands that apparently everyone is new to the ice and cold, she still wants to ensure that no one is actually freezing or getting frostbite.

"I am, thanks." There's a pause and she asks, motioning vaguely through the storm as her voice picks up to be heard, "Are you new to this?"

Either the area or the cold, even she's not sure which she's asking about.
