As you can see, ice can actually be quite sturdy if there's enough of it. It's also an impressive insulator, even without any magical or technological enhancement.

Where I'm from, there were some cultures that built ice palaces like this in the winter as a fun seasonal tourist offering. They weren't year-round, however.
