It's a lot harder to get away with that sort of stuff in my world, but definitely not impossible. Things that happen in one place can be spread to the whole world really quickly, and it's hard to do something bad and leave no trace of it one way or another. If it's not illegal then it's up to the public how they react, but because of how easily things can spread to so many people, they can tear apart someone's reputation if it's something they think is bad enough.
