(mini-event) THE COALITION OF REFUGEES

THE COALITION    
On the day of the council, there are markers tied with ribbons in the colors of both Olympia and Wyver that line the paths from the cities to the South Outpost, meant to guide anyone with an invitation to the first meeting of the Coalition of Refugees.


While during the previous festivities of the gala the Great Hall was sharply divided between Olympians and Wyverns, the differences between the factions are not so apparent now. Inside, the hall is decorated with a more subdued mix of the white and gold of Olympia and the red and black of Wyver. Banners, pennants, and bunting drape from the ceiling and wind around wooden pillars. To one side of the hall, there are tables set up with drinks and finger foods — refreshments for the guests, for after the opening speech. A raised platform has been set up at one end of the room, flanked by contingents of both the Royal Guards and the Knightryders standing at attention side by side, differentiated only by the make of their armor and the colors they wear.

Ashti, Shenya, and Heryn stand waiting for the arrival of their monarchs, pointedly ignoring each other; notably, Raysc, Shanrian's son and the leader of Mythi's Fangs, is conspicuously absent.
Staff members cluster to the side of the stage, waiting for the speech to begin. A whisper drifts over from a woman in one of the Olympian groups: Do you really think the Empress will try to negotiate for Nithor's skull?

The man she's speaking to shakes his head and scoffs, answering: Ha! Not a chance. She thinks it's too soon, who knows if this peace will last. Besides, there's no way she's willing to give up Ysevrai's heart.
A horn sounds, and the staff members subside, glancing around to see if anyone's overheard. A moment later, and Simwe and Shanrian make their appearance, walking together to the stage for their speech.

Aha… we have quite the gathering here, do we not? All of our heroes in one place… This may be an unprecedented meeting, but it seems as though it will be a productive one. Let us begin by thanking all of you for your contributions to our cities in recent times.

Since your arrival, you have weathered the plague that swept through our cities and aided us in finding its cure; you have withstood the scorn of those who were meant to shelter you turning against you, and helped us quell riots in the very hearts of our homes; you have been taken right off the streets and endured hardships too terrible to tell, and have proven heroes in bringing our people safely home. You have done much for us, and shown yourselves loyal beyond many who were born within our walls. We will allow your voices to go unheard no longer! Today—


Today, we will hear you. You have demonstrated both strength and valor in equal measures — it follows that you will be wise as well, and it is that wisdom that we wish to hear brought in council to our cities. You are gathered here to look beyond our history of violence and hostility, to see beyond the prejudices we hold. We hope that with your clearer sight, you'll keep in your hearts the betterment of both of our fair cities, rather than allow pettiness to hold sway and lift one over the other.

Those gathered here are deemed worthy by action and by the trust of your brethren: a council. Amongst yourselves, decide what matters most to you about your lives within the cities. Discuss what changes you wish to see, and how those changes should come about. Reach an agreement, put your motions to us, and should they be feasible, we will see what sort of effect your ideas will have. The two proposals with the most support among your fellows will be those we implement, so argue your reasoning most convincingly!

And remember, this is your chance to impress us. If your advice is sound, we will look to you again.

At this, both rulers fall silent, and withdraw to a balcony to oversee the proceedings. This is not their meeting, after all — this is something that only the refugees can determine the outcome of.
FINAL OOC NOTES    
Welcome to your first chance to have a voice in the NPC governments, Players! Your task is, as a group, to decide the two most important IC issues you would like to see Olympia and Wyver address, and then put forward a plan of action for how to improve whatever those problems are, which will then be implemented in May.

Since these are strictly Olympian and Wyvern issues, topics should still adhere to the Natha's policies of not revealing anything about the Storm or the Natha's existence, but beyond that, you're free to propose any topics you think should be addressed about your characters' way of life in the cities — after all, haven't the Orbiters sent you here to make a difference and improve life on El Nysa in their stead?

[ Peggy Carter is in attendance this evening as a guest and not one of Olympia's heralded heroes — she's dressed in a lovely, if subdued, navy cocktail dress absent of the golden brooch awarded to so many of her fellow rescuers and captives. In fact, looking at her now, no one could possibly guess she was involved in the fiasco of those last few weeks at all unless they worked with her at the Institute or saw her in the aftermath, burned and bandaged as she was. (It's worth noting that her arms are bare and unblemished despite the injuries she'd sustained in the rescue missions. Curious.)

More of note is the fact that she remains quiet at Steve Rogers' side, her hand woven with his and her eyes quick as they scan the room and its occupants. She is here to observe; and while she's prepared in case the situation goes south, she doesn't anticipate it happening — not when she has it on relatively good authority that the evening will remain uninterrupted. It's for the benefit of all involved, of course. If any extremists' attack this assembly, it would be a foolish decision that would only serve to unify both factions against a common enemy. "Divide and conquer" has been tried and true for centuries for a reason. But not tonight.

Peggy eats a little, holds a glass of alcohol for show but doesn't partake. Sometimes she leaves Steve's side to listen to a conversation or two, rarely interjecting, but for the most part she's warm and sociable with those she knows and simply polite to those she doesn't.

Eventually, she may chime in with a point that could be a proposal of its own or piggybacking on another: ]


I think whatever we decide, [ she says thoughtfully to whoever may be listening, ] we include the Olympians and Wyverns in the proceedings. Having an outsider's perspective is all very well and good, but it wouldn't do to seem as though both governments favour our opinions and concerns over those of their own people.

[ And perhaps as a softer aside, ]

What makes us so special?

[ It's rather unintentional that she 'fits into the scene.' Standing within court is as natural to her as breathing, though being the one not sitting upon the dais (figuratively, in this instance) has grown to be a foreign concept to her. Not so long ago, however, that she's forgotten what fear tastes like. And not so long ago that she's lost all understanding for negotiations.

This man who steps up and speaks does so in a way that she struggles to understand. Foreign words: congressman, expats, being shot up with needles. Well, the latter she's some understanding of, having worked with Claire in the clinic back in Olympia. The rest, alas, flies straight over her head. Nevertheless, there's a pleasing lilt to his tone, and his words, though strange to her, are also sweet to listen to. ]


It certainly shouldn't be the cities doing all the decision-making. There should be neutral parties involved as well, seeing as they're to be affected by such negotiations in some way. Any who neighbor the kingdoms and wish to have a say, either now, or later. [ She's not knowledgeable enough of the lands, but knows there are likely cities or towns resolutely avoiding such conflicts. ] The refugees deserve representation, as well--not just those of us who were directly affected by the kidnappings.

I imagine His and Her Grace would either like to attend, or would choose individuals to stand in their stead.

[ Duo supposes he could've brought Deathscythe too - another massive mobile suit with wings outspread should be enough of a deterrent for both - but instead he keeps that little half-secret in his pocket. Some people know he has the gundam, others don't - it's a good enough way to keep things.

There's a half laugh in response to being asked to behave himself, basically, reaching in to his pocket and producing the ring he'd been given since he was now a ~'hero'~ and all - ]


Eh, if I wear this the worship starts so I ain't too worried. [ But for now he tucks it back in to his pants pocket because that amount of attention makes him anxious as all hell if he's honest. Too many people closing in around you have that effect if ones training was to stay the hell out of crowds no matter what. ]

Probably gonna go find somewhere to sit and munch, honestly.

Unless someone's got cards and we can play poker or something?

Mika! [ Duo's at full volume, excited as hell to see Mikazuki and Barbatos planet side. Sure he'd done the whole ride around thing with him in the cockpit, but at the time he hadn't dropped the mobile suit dirt side. Duo's own suit was still tucked in his resting place in the woods - quietly waiting, as he would say - but he's still excited as hell to see Mika here with his gundam. ]

Yo! I'm gonna climb up, okay?

How will this proposal be beneficial to Olympia and Wyver? Both cities can better focus on intercity peace efforts when there are less people stoking fears and violence from within. Put your own house in order and all of that. ¯\_(ツ)_/¯

Here's a troublemaker if there ever was one.

Sanzo could not help but eye Empress Simwe suspiciously as he made his entrance into the hall alongside the other 'heroes'. And yet, as she spoke, he kept to himself. Now was not the time to bring up petty squabbles over past fuck-ups, and being greeted as a hero in her presence when it was just the opposite only a few months prior was satisfying in and of itself.

He was dressed fully in the official robes of a Shaman of Volkkra as he sat there. Solemn in his behavior and patient as he allowed everyone to take their turns. Only waiting as the debates died down to say his peace.

Personally, as much as we may all be treated as VIP's at the moment, it is quite obvious through past history that both countries opinions of us 'refugees' are volatile at best.

Despite what those of us here have done or have been put through I do not think suddenly placing large continent-altering decisions on our shoulders will make our situation amongst the people of both countries any better.

If anything it will only make those that do not approve of our presence even more testy in regards to the current political climate.

I believe we should start small.

A handful of voted refugees from each country who get access to the palaces, major facilities, and information we normally wouldn't get to see as decided strictly by the extent of the leaders of both countries. I do not say we should have any power immediately but instead work as eyes to the workings of the countries as well as mouthpieces to for the needs and concerns of the refugees.

'Official Advisors in Refugee Affairs' is perhaps the best term to use.

[By this point, she's had more than a couple drinks. Parties were not her forte, and the stress from the last month or two had been wearing on her. Drinking was how she coped. And hey, she hadn't floated once this party, so things were looking up.

The man that comes over to her seems like 'one of her kind', as in, not from the planet originally, and she sips her drink and listens. Sort of. She waves it off and shrugs.]


I have no idea. I'm not a city planner. It's just a thought. I know that during the last bit of bullshit with fire and blood and not being able to walk the streets without being pointed out and spat on, it'd be nice to be able to have somewhere where being a strange face didn't gain you the potential for a knife in the back. Or worse. I don't think a military is going to really help with keeping things neutral. They always seem to fuck things up more than they need to. Just somewhere... else. Another option. This 'pick a side' bullshit is getting old.

[Rumlow had decided to attend less for a formal say in what the future would be for the refugees, but to gauge the effectiveness of each of the leaders and how they were using this opportunity to butter everyone up. It seemed as if they were here in a listening capacity, and while that might be a good sign, most leaders were only so good at listening.

He wore a simple suit, having made himself purposefully presentable given that people were watching. On his arm, he brought in Ava Orlova, though he certainly wasn't bound to her nor she to him. They had simply arrived with her arm on his and gone about their own business.

Of course, who could deny free food and drink? He used that opportunity to stand off to the side, to watch who interacted with who and which person made the best proposal but also what the guards were doing. He made his rounds casually, willing to stop and chat but given how few people he actually knew, he found that he was more often than not on his own.

That didn't mean he wouldn't speak his peace if asked.]


They are going to have to put more effort into rooting out the radical groups, but more than that, they are going to have to try to break the cycle of radicalization. People clearly feel threatened by the influx of refugees and are displaced and frightened.

[ Honestly, Reign didn't quite know how to react to Byerly's blatant flirting. More so in the presence of Simwe and Shanrian. Then again, perhaps if they head off to a quieter corner...

[clarke had been to one too many of these type of events that she already had a bad feeling about this. she had already flat out refused to accept any public acknowledge of her efforts in the rescue so she was keeping watch and wandering around to make sure nothing suspicious was going on.

she eventually circles back to the group and sits down to take a break for short while since so far nothing seemed to be happening]
Well so far so good— it seems like things are pretty quiet.

[Atsushi, who's dressed up nicely for the occasion, wearing a suit in Olympia colors, still keeps to himself as much as Jean does. He's not afraid to claim attention as such, but he's a little nervous about making the most of this rare opportunity to have a say in what happens on this planet, so he listens, and he thinks, and he hovers near the finger foods without eating anything - a sure sign, to anyone who knows him, that he's very much lost in thought.

When Jean talks to him, he starts.]

I think everyone has been making some good points already. The rulers of Olympia and Wyver are clearly not the problem; if anything, they've been treating us better than we have any right to expect.

[Barring some notable exceptions, but those were a long time ago - and at a time of crisis, to boot. Atsushi can't completely blame the rulers for that.]

It's the people of both cities that we need to get together. I don't know if parties within each city are the best idea right from the start, but I'm sure that there are more holidays that the cities can celebrate together on fairly neutral ground like this? As long as there's no angle of competition, the way there was at the winter holidays...

That's a wonderful idea!

While the last big holiday put Olympia and Wyver against each other, I'm sure there are more holidays that we could celebrate together. Not that we can't celebrate for no good reason, too! But I think it would be nice to include existing holidays and celebrations as much as we can. If the occasions are already familiar, it might be easier to get people from both cities excited about a joint celebration.

I don't know if it's the best idea to start these celebrations inside the cities, though... Maybe that would be too big a step to take? And the weather's nice anyway, so we could start with a few parties outside, on neutral ground like this - and then when the weather turns again, we could move them into the cities themselves. Everyone should be more used to things by then.

[It had been a happenstance encounter, but the brief acquaintanceship with Emma had offered Lizzie an opportunity to see how the governments of Olympia and Wyver operated. She had only known one realm and laws, changing slightly depending on the men that enforced them. She had seen strong queens influence those around her and she had heard new ideas that benefited the people and not a single individual. None of this was new...which was almost a relief. There was something familiar about all of this.

If she knew this realm better, she might offer a suggestion as well, but she was still a stranger and still felt like a guest. It didn't stop her from appreciating other contributions and opinions, especially Emma's.]


There could be a camp half way between the realms to help train the men and allow them to work together? It would need someone to mediate. Men hold strong to their grudges and these kingdoms have been too long at war.

What if the taxes were only a little higher? Then the local merchants would still be at an advantage, but not so much of one that businesses from the other country wouldn't be able to make any profits.

[This is not Kale's area of expertise at all, but since she was among those invited to share their thoughts, she's trying to make hers count. ]
