The line moves ahead so that Frank has to focus on putting one foot ahead of the other a second. Without thinking, he reaches out to nudge Matt's elbow so he doesn't miss his place. This is more relatable for him than he thought, he's never found common ground with a lawyer before, except maybe when he was a cop. That's not really him anymore as he's made clear time and time again.
